Known for cultivating strong partnerships across HR, leadership, and cross-functional teams, Billie specializes in aligning service delivery operations with organizational goals while driving accuracy, compliance, and efficiency across the employee lifecycle.

As Director of HR Services & Teammate Experience at UNC Health, Billie leads strategic initiatives that enhance the onboarding journey and overall employee experience while strengthening HR operational frameworks. She oversees enterprise HR service delivery and onboarding experience functions, ensuring consistent, compliant, and people-centered processes from hire through ongoing support. For more than two years, she has also led ServiceNow HR technology efforts, leveraging her expertise as an HR superuser to optimize case management, improve workflow performance, and guide digital transformation across the HR function. She brings a proven track record in evaluating workflows, identifying inefficiencies, and implementing process improvements that reinforce internal controls, reduce risk, and support regulatory compliance.

Billie holds a Master of Business Administration and a Bachelor of Science in Business Administration with a concentration in Human Resource Management from the University of Mount Olive.
