Deputy Chief Officer Veterans Health Administration

Ms. Avia Pichon currently serves as the Deputy Chief Officer (DCO) of Workforce Management and Consulting (WMC), Human Capital Management Office, in the Veterans Health Administration (VHA). In this role, she is responsible for the day-to-day operations of a comprehensive, multi-faceted and complex HR organization, supporting not only the largest Administration in the Agency, but several VA staff offices, and the Office of Information Technology. She has leadership and oversight responsibility for a staff of over 2,500 skilled Human Resources (HR) professionals. As the DCO, she assists the Chief Officer in the implementation and management of the full scope of HR operational programs and policies covering all human resources functions in VA. These functions include Strategic Human Capital Planning, Executive Recruitment and Performance, Labor Management and Employee Relations, Retention and Recruitment, Diversity and Inclusion, HR Operations and Administration, Training and Career Development, EEO/Diversity and Inclusion, Finance and Business Operations, Human Resources Development, and the creation, development, and execution/implementation of national VHA HR policy. Prior to serving as the DCO, Ms. Pichon served as the Executive Director, Human Resources Operations Office, WMC. In this capacity, she led the largest HR operations office in the Department, providing the full suite of HR services to over 33,000 VA employees. These services include recruitment and staffing, a classification program, compensation, employee and labor relations, benefits, leave programs, and personnel security, HR information systems, as well as correspondence management, and responsibility for the oversight of an over $80 million annual budget. She also provided leadership support to the Chief Officer and lead several key WMC initiatives. Ms. Pichon is the mother of two adult sons, Chandler and Chase. She holds a Master of Public Administration from Clark Atlanta University, Atlanta, GA and a Bachelor of Science in Business Management from Dillard University, New Orleans, LA.
